Here is a text from Anonymous (also known as Anonymous of 379) translated by Giuseppe Bezza
http://www.cieloeterra.it/testi.palatinus312/palatinus312.html
Full text above but I have kept the part on Houses meaning. It presents many parallel passages, sometimes literally, with the judgments on the twelve places that appear in the work of Rhetorius (CCAG VIII)

Anonymous

Of the beginning of the actions and of the questions around them
and also of the character of the questioner, of his dignity
and of every other question according to the twelve places.

When a malevolent star rises to the horoscope, it means that the matter does not come to fruition or it is not convenient.
The rising of the Sun, without the testimony of the malefics, means in itself the start to the fulfillment of the question.
If Saturn rises, you will say that the questioner is elderly or old;
if Venus arises, it is a person who has grace and is lovable;
if Mercury arises, a reasoning and sensible person;
if Mars arises, a daring one, a reckless one, one who throws himself into danger and again a fearsome and energetic soldier or military leader; but if Mars rises against his faction, a wandering and uncertain man, a risky one.
The rising of Jupiter means the distinct person, who has a command, who presides over some public function.
The rise of the fate of fortune or its lord means prosperous and long life, but if the lord of the horoscope and the fate of fortune are under the rays or in such a state they are the lords of the luminaries they mean the unfortunate and those who have a short life. The rising of the lord of good genius means the industrious and wealthy person;
the rising of Mercury in the morning, with the Sun or the Moon, in feminine sign and degree, means those who have been deprived of the necessary means by sufferings.
If the lord of the ninth place arises, without aktinobolia (rays) of the evil stars, you will say that the questioner will have a good trip; if the twelfth falls to a luminary, it means the prosperous person.
If the lord of the seventh place arises, you will say that the questioner disagrees with his wife or experiences the hostility of an enemy. Horoscope and fate of fortune are under the rays or in such a state are the lords of the luminaries they mean the unfortunate and those who have a short life.
When Saturn is angular, together with the Sun, Venus and Mercury he makes the eunuchs or whoever has hindered the seminal ducts.
The Sun in Leo with Venus, in the horoscope, means some debauchery and acts as an adulterer; not otherwise,
when Saturn is at the horoscope with Venus, in the domicile of Venus or Saturn.
If the ascending node is on the horoscope with Jupiter or Venus, that question concerns a person of high rank.
If Saturn and Mars are at the horoscope, you will say that the questioner is a man of evil disposition, a bloodthirsty.
If in the horoscope there is the descending node, with Saturn and with Mars, without the testimony of the benefits, you will say that the questioner is a lord and one who possesses a lot. (Comment: Sounds more like a Drug Lord!)

Second place : if the lord of the previous syzygy is in the second place, it means the loss of substances.

Third place : a good stay in a foreign land means, in the third place, the Moon, since here it rejoices.

Fourth place: Venus present in the fourth place means bad marriage to the questioner, Mars infirmity or disease. The Moon in the hypogeum, offended by evil, is a sign of oppression and imprisonment and sometimes the loss of his wife and children; but witnessed by benefits means, in this same place, a benefit from hidden things. As far as it is from the hypogeum and from Mars, if the Moon observed by evil spirits is also found here, it means a bad death and nevertheless the questioner finds treasures. Jupiter present in the hypogeum brings advantages from secret things and also the discovery of a treasure; it also means a good old age, an improvement in luck in the last part of life and a good death. Venus present in this place and witnessed by corrupting stars, means the death of his wife and if the sign is tropic, not just one, but many; if then she finds herself alone, stationary, it means not only the adulterer, but also the profligate. Mercury present in this place with Venus, in the questioner there is accusation and slander and if an evil testifies Mercury, the questioner practices magic and spells. If the lord of the hypogeum opposes his home or is in the sixth or twelfth o eighth place, you will say that the questioner will find death abroad. In a question, being the Sun and Saturn in the hypogeum is a sign that the person has no children. If Saturn, Mars and Venus find themselves together in the hypogeum, it is a sign that the wife is separating. Venus in the hypogeum, in Cancer or Capricorn, means that the questioner marries a prostitute and that for this he will have to borrow a lot of money. If the lord of the seventh place is at the peak and the lord of the twelfth is in the hypogeum, it is a sign of marriage to a servant or elderly woman. If the lord of the seventh place is in the hypogeum, burned and observed by evil stars, you will say that the woman the questioner joins is a prostitute or servant. When Saturn is in the hypogeum, in the domicile or exaltation of Jupiter, know that it means the finding of a treasure. The ascending node to the hypogeum is a sign that the question is successful; but if it were at the supreme peak and the malefics were with it or <it> testified, the question is not advantageous. Mars in the hypogeum means that whoever solicits the question is sickly or will suffer sword wound. it is a sign of marriage to a servant or elderly woman. When Saturn is in the hypogeum, in the domicile or exaltation of Jupiter, know that it means the finding of a treasure. Mars in the hypogeum means that whoever solicits the question is sickly or will suffer sword wound.

Fifth place: if the lord of the horoscope or the lot of luck is in the fifth place, it means a person who has a high command and prosperous status; and if the lord of the seventh place is in the fifth, it means a commander or a despot. If Saturn is in the fifth place, it means the inauguration of something, for example the houses of a real estate owner. The Moon present in the fifth place signifies success and advancement. If the lord of the twelfth place is in the fifth and the lord of the fifth in the twelfth, it means that the questioner will have children as servants; and if the lord of the fifth place or the lord of the lot of the children is in the fifth place, you will say that the questioner has happy offspring. If you find the lord of the seventh place in the fifth or the lord of the lot of the wedding, it means the inclination to unions and a good marriage. If the descending node is found in the fifth place and the malefics testify, it is a sign of the absence of children. In any question, the presence of Saturn in the fifth place makes the outcome very slow. But Jupiter and Venus, present here, are a sign not only of happy offspring, but also of quick and well-known actions. If Mars is in this place, and has the right to the matter, it means esteem and honor.

Sixth place: if an evil is present in the sixth place, it means an uncertain and troubled, destitute and unsuccessful man. When Saturn is present here it means the injunctions of the public officials and the assault of the brigands. Jupiter in this place means that the damage is in public affairs; the Moon, damage caused by his wife. When the lord of the fourth or eighth place is present in the sixth, it means that death will occur in a foreign land and likewise if the lord of the ninth place is in the sixth. The lord of the horoscope present in the sixth means that the questioner has bad thoughts about his wife. If the lord of the seventh place is present in the sixth, you will say that such a wife is a servant or a freedman. If the lord of the third place is in the sixth, witnessed by the malefics, it means a decay or a disease. If the descending node is in the sixth place, it means the difficulty in realizing the question at its beginning, but its end will be favorable.

Seventh place: Jupiter in the seventh place means a good outcome of the matter, but at its beginning there is difficulty and loss; then note that if the sign is tropical, it indicates a bad marriage; when Venus is in the seventh place it indicates promiscuity and an unstable marriage. Saturn present in the seventh place gives bad marriage, and united with Mercury also means poisoning. Mars in this place is a sign of an unhappy marriage and adultery. The moon at sunset indicates the hospitable man. Mercury at sunset means a bad marriage and childlessness. If the lord of the seventh place is in the twelfth or the lord of the twelfth is in the seventh, it means either a bad marriage or marriage with servants. If the lord of the seventh place is witnessed by the lord of the eighth it means widowhood and obstacles. If the descending node is in the seventh place and someone asks you about a woman, you will reply that she is married and that she has been seduced by another; but if Jupiter or Venus were with the knot, that woman will be honest and noble.

Eighth place: if the fate of luck is in the eighth place and its lord was at the horoscope, you will say that the question is uncertain and difficult to implement. If <here were both evil, the condition will be even worse and if they were burned, it absolutely means that it will be ineffective. When Mercury is present in the eighth place, or when the lord of the eleventh place is here, it is a sign of opposition in the matter. But the Moon here is favorable and brings advantages. When Mercury rules the eighth place or is present it is an indication of death abroad. The lord of the eighth place in the culmination or in the eleventh or fifth place signifies benefits by abundance of resources or by inheritance. If the lord of the third place is in the eighth, you will say that this fellow is one who kills friends, a deceiver. The lord of the seventh place in the eighth is a sign of widowhood. If the lord of the fifth place is in the eighth, it is a dark birth sign; if here I am the lord of the sixth or twelfth they mean the death of the enemies or servants. If Mars is in the eighth place, it means that that fellow is suffering from an infirmity; if it is Saturn here, it indicates difficulty. And if Saturn is lord of the eighth place and observes it, without the testimony of benefits, it means death in a foreign land or burns from the fire. The descending knot in the eighth place means people of short life and if Mars testifies, it leads to capital execution. if here I am the lord of the sixth or twelfth they mean the death of the enemies or servants.

Ninth place : the ascending node in the ninth place means expatriation. Saturn or Mars in this place, oriental or stationary, [or] configured to the lot of fortune, the matter shows a man of high rank or a despot or a robber or a pillager of temples. If the lord of the seventh is in the ninth place and you are asked about the wedding, whether you are observing Mars or Venus, you will reply that that union is not convenient. Again, if the lord of the seventh is in the ninth place, it means that the man marries a foreign or religious woman. Mars in the ninth place means that the questioner is equivocal. The descending knot in the ninth place signifies failure and subjecting to captivity in a foreign land; the ascending node in the ninth place means a non-obscure stay abroad.

Tenth place: Saturn present at the peak in one's domicile or elevation is advantageous in every matter, except marriage, which then turns to evil.
The presence of Mars at the height brings hardship and pain, and with regard to marriage it is wicked. Jupiter at its peak brings fame and also means one who has happy offspring.
Venus at its peak, free from the rays of the Sun and not observed by evil, gives utility to those who receive public offices, grants rich marriages and the man will gain from his wife.
Mercury at the height means the resourceful and shrewd man who has happy offspring.
The Sun at the peak, without aktinobolia of malefics, means fame and distinction in the matter and indicates the royal man, who has authority.
If the twelfth of the luminaries falls into the climax, you will say that the matter is full of success and advantages.
If the fate of luck or its lord is in the ninth place, free from the rays of the Sun and not witnessed by the evil, it means that the question is certainly successful and that it is convenient.
The lord of the seventh place at the climax brings absence of marriage.
The lord of the eighth place in the ninth means inheritance earnings.
If the ascending node culminates, it means that the object of the question is elevated, but if an evil star culminates with it, you will say that it spoils the outcome of the question; and if the descending knot is with a benefit or witnessed by him, it means irregularity and danger; and if an evil testifies to it or joins it, it means that the first times will be difficult, the second easy and advantageous. it means that the question is certainly successful and that it is convenient.

Eleventh place: every lord and fate that is in the eleventh place always means a good, if an evil does not configure itself and if it is not burnt in its own humiliation or opposition or subtractive in its motion, thus damaging the goodness of the place. Likewise, the malefic stars that are found here and that have a right on the question, if they are not burned or in their humiliation or opposition or subtractive in their motion, they mean a good. If the lord of the eleventh place rises and that of the twelfth sets, the first times of the question will be favorable, those that follow are inconsistent; and if this figure is reversed, the fate will be reversed. If the descending node is in the eleventh place with an evil or testified by it, the first times will be uncertain, the last ones will give success and advantage. If the luminaries are in the eleventh place, it means that there will be a good reputation, favor and respect in the matter.

Twelfth place: if the lord of the fortune of fortune is in the twelfth place, and it or the lot is witnessed by an evil star, you will say that the matter is unsuccessful.
If the lord of the third place is in the twelfth, it means the hostility of friends. If the lord of the hypogeum is in the twelfth, it means death in a foreign land.
If the lord of the seventh place is in the twelfth, you will say that there will be an unhappy marriage or marriage with servants and a loss will ensue.
If the lord of the eighth place is in the twelfth, you will say that there will be losses from mortuary affairs and death in a foreign land. If the lord of the ninth place is in the twelfth, the questioner will wander, full of uncertainty, in a foreign land.
If the lord of the twelfth rises in the horoscope, you will say that the beginnings of the matter involve effort, but if it fades, the outcome itself will be without advantages.
If the Ruler of purpose is in the twelfth place in the question, you will say that the question itself has no value.
If the lord of the twelfth place is with the Sun, you will say that he, out of compassion for a dark man, is taken into his service; and if he is with the Moon, he works as a hired servant out of compassion for a dark woman.
If the lord of the twelfth place is Saturn, you will say that he is in humid places; and if Saturn is with Mars, it means the onslaught of brigands or the irruption of an army.
If the ascending node is in the twelfth place and the Sun or the Moon or Mars or Mercury are with it, it means that he will be subjected to bodily suffering or be killed by enemies.
But if Jupiter or Venus are with it, the evils will be milder.
If the descending node is in the twelfth place and Saturn or Mars is with it or witnessed by it, you will say that he finds a treasure or spends someone else's money.
If Saturn is in the twelfth place, it means the loss of what has been acquired; if Jupiter is there, he will have disputes and trials with doctors.
If Mars is in the twelfth place, you will say that there will be machinations of servants or accusations.
The Sun in the twelfth place signifies some inclination to servitude or the experience of many evils.
If Venus is in the twelfth place, it means damage on the part of a woman; but if an evil man observes or is with her, he inclines him to the pleasures of Venus, to the transport towards women and to the sufferings of the soul and to join slaves or prostitutes and being harassed by women and being dishonorably accused.
Mercury in the twelfth place is very effective, but if it opposes Mars it involves in accusations due to servants.

The nature of the 12 houses, Palatinus Vat. Gr. 312, fo. 157r.

Around the indications of the twelve places of the celestial sphere
This figure of the twelve houses, according to what we expose below, starts from the horoscope and declares what it is and how many and what its virtues are; it then continues with the second house, <dict> of the activity; and so with regard to the third and fourth to the twelfth place. The so-called joys and afflictions of the stars, their distance from the horoscope and what are the specific indications for each place of the whole sphere are then declared in tabular form. The Horoscope, for example, reveals the ownership of all the other houses, as it is the place proper to the body, the fourth is for the father, the sixth for the servants, the seventh for the wives and so on. Furthermore, all wise astronomers agree that <a> in a place falling five degrees before <the>: for example, if five degrees of the Angles.

Observe the lord of the purpose of the question (kyrios tês zêtoumenês praxeôs = dominus rei quesitae): often, in fact, the beneficial stars observe the Horoscope and the Moon, while the star that gives the outcome of the question is afflicted by another star and this means that the events will be fulfilled differently, that is, the beginnings will be favorable, as the Moon and the Horoscope are observed by the benefits, but the outcome will not be good due to the affliction of the lord of the matter. As for inheritances, public offices, administrations, he observes Saturn and Jupiter. For contracts, giving, receiving, processes, trading, education observes that Mercury is well placed. For the wedding consider Venus, for military expeditions Mars, Jupiter and the Sun for the dignities and supports. To all configure the Moon, maximally by trine; if then the star that gives the question is well posed and witnessed by Jupiter or Venus, this is certainly the best. In fact, only the benefits by nature distribute goods to men, on the contrary the evil ones on the one hand hinder actions, on the other they bring harm to men.

Saturn is cold by nature, contained and pestilential in itself, it suits those who go to die, those who act wickedly and with defamation, the actions to which it is about to carry out slowly. When it arises, if anyone postulates for a position, it will be against it; it breaks down the gladness and the joy and the growing shoots. If someone wants to give or borrow or recover <a>, even if the trust was well placed, he opposes it and surrounds it with misunderstandings and uncertainties. These things it produces when it is at the horoscope or when it is with the Moon. Let us use his help when we want to deal with something very low among men. It does not dissolve the bonds, it grants unexpected inheritances and conditions of independence and unexpected changes.

The star of Jupiter is of help to those who grow and gives vigor and activity in a convenient way, grants decent marriages, advantageous friendships of people of higher rank and earnings and wealth both at home and abroad; it has nothing to do with the servants, whom it is against; his are faith, equality, friendship. When it rises to the Horoscope or observes it, whoever intends to undertake an honest action will carry it out with dignity and what is done will be done with joy, with benevolence and will last over time.

When the star of Mars rises, it is advisable to prepare and give life to a military expedition. This star is adverse to peace and concord and to those who want to act according to it. Mostly it cancels contracts and associations entered into. It does not bring advantage neither when it rises, nor when it is with the Moon, nor when observing the Horoscope and the Moon.

When Venus rises it is advantageous to every pledge and friendship and to all those who are responsible for nourishing, for gladness, for weddings, and for every business, for damp places and damp merchandise. It makes everything enjoyable from start to finish. It is a relief to lies, impiety and poisonings, since its sunsets are many.

When the star of Mercury rises to the Horoscope, it reveals itself as an element of solidity and certainty in all things and is varied in the fulfillment of all the procedures that require writing and administration, as well as in navigations. And if someone wants to send something to a teacher, use this guide, when it rises or is with the Moon, witnessed by beneficial stars.

This above all you must have in mind: the beneficial stars are optimally disposed when they are in their domiciles and elevations, but in the places contrary to these they are of little value and are uncertain about the outcome of the actions. In the same way we must consider when the malefics are opposed to the place of the question: when in fact this place receives aktinobolia from Saturn or Mars by trine or square, then, if someone wants to make friends, he will have damage and disputes in return, especially if <the> is found with the Moon or the Horoscope. Then observe that the Moon is not afflicted, as it happens continually that it is afflicted in various ways.

Another chapter on questions

It should be known that in every question where the benefits are found in the eleventh place they indicate the good reputation and advantages on the part of friends, the evil ones the opposite. And every star opposed to its own home is evil, since it is contrary to itself. And when Saturn is in the horoscope with the ascending node, it means that there will be kills somewhere; and if it is very far from the corner, the massacre is in the surrounding places and somewhat distant from the place in question.
And when the luminaries, the Sun and the Moon, are angular, if they are offended by evil by squaring or by opposition, they signify harsh events. And in every initiative it must be ensured that the Moon is not found in the ecliptic places, especially near the ascending node, except in the assumption of purgatives.
Also remember that in the assault of the Turks, Saturn was near the corner of sunset and it meant damage to us: in fact, those who attack are taken from the horoscope, but sunset is convenient for those who are attacked.
And when an evil star rises to the horoscope and configures itself to another evil, and none of the benefits observes or configures itself, the one for whom the question is asked is already dead.
And when the Moon is at the Horoscope (ASC), matters dissolve quickly, and this happens for the favorable things, such as dignities, but what is unfavorable quickly increases their wickedness and leads them to the worst, as happened in exile. of the patriarch Photius (he suffered exile in 867). but for those who are attacked, sunset is convenient.
And when an evil star rises to the Horoscope and configures itself to another evil, and none of the benefits observes or configures itself, the one for whom the question is asked is already dead.
