Will ECB decide for QE on Thursday the 22nd of January?

The general consensus in financial markets appear to be that the European Central Bank (ECB) will decide for so call QE (Quantitative Easing) on Thursday the 22nd of January, but I am not sure sure about that, actually I think not or if they do, what they decide for is not really QE beyond the name.

As you may be aware of is Mercury retrograde at the time for the meeting, since early morning (or the day before if you count in the station as part of retro - I don't). I wrote a quite extensive article about the whole thing, too much to post here, that may be of interest to some here. Apart from looking deeper at procedural mechanism of Mercury retrograde, I also present an alternative chart for the Euro, diverting from the one selected by Nicholas Campion in The book of World Horoscopes.

There was then a formal ceremony at 4.00 am in Frankfurt, when trading was officially launched (this was televised, and a price board in the background immediately after showed 4.01.55 am, which we assume was CET - thanks to Graham Bates).
As N. Campion points out there are several time stamps that may work but I find the above to be the one that really reassembles a "birth" and seems to work best - although I use a 4am strait time as we don't know how long "immediately" means here. I hope to follow up on that article btw, if time allows and will post here then.

EDIT: BTW, the chart above for the press conference should really be adjusted to 14.37, because, Draghi was indeed late. Something I haven't seen before although I haven't followed all press conferences. But they are known to always start on time, so there we really see Mercury retro in play already.

Well there was, not sure it was a party though. It was an official ceremony, which indeed was televized and don't ask me why at that time but it's documented.

I am aware the the first trade was earlier, between 2 Japanese banks, but there appears to be different statements/opinions about this time. I still find the ceremony chart more evident of a birth and that it works better than the "legal birth" chart. I haven't spent lots of time on checking them all out though and it's possible the "first trade" chart works too, if just an absolute time and place in space can be established.

Thx - having had a cloaser look I now think you're right.
The chart of Jan 4th is even worde than the one of Jan 1st...
