Shanghai will also be the headquarters of this new agency. So while China, India, Russia, Brazil and South Africa are all in theory equal players here its clear some will be more equal than others.

Long term this could certainly be a real counterweight to western dominated World Bank.

would you extend this same viewpoint towards the international bank of settlements, or the world bank too? thus - usa is the ring leader, while britian, japan, germany, france, australia and canada are more bit players? it is interesting to see how countries line up a particular way on issues often - mh17 being a case in point.. generally we hear the same viewpoint from these countries leaders on politically hot topics while neglecting to recognize how these countries are also part of a financial pack of sorts with what appear to be vested financial interests and outcomes. the idea that finances has a huge impact on world events, in particular on wars is probably a real understatement..
