Is there a consensus as to which one is the right one to use?
The correct one depends on when a particular country adopted the Gregorian calendar (NS). If they hadn't done so you rely on Julian calendar (OS).There are actually different dates that countries adopted the Gregorian calendar. As this was developed under the auspices of the Papacy the Catholic countries adopted the calendar first in the late 16th century. Many protestant countries were rather suspicious of the new reformed calendar worrying that it contained a hidden Roman Catholic association. Hence the Gregorian calendar was not adopted by Britain and its overseas empire until 1752. The last countries in Europe to adopt the calendar were the Orthodox countries like Russia and Greece which didn't adopt the new calendar until the 20th century.

Take a look at the link below which gives the dates countries adopted the Gregorian calendar. Most astrological software should have this information built in although I don't know that for definite in your case.
