Planetary Hour Question

If there is agreement between the lord of the hour and the qualities of the ruler of the ASC (as opposed to the ASC itself), does this count as planetary hour agreement?

For instance, if it is the Mercury hour and Aquarius is rising, does the fact that both Mercury and Saturn are cold and dry count as planetary hour agreement?

Another example, if it is the Mars hour and Capricorn is rising, does the fact that Saturn is in Leo, a hot and dry sign, count as hour agreement?

A third example, if it is the Moon hour and Sagittarius is rising, does the fact that Jupiter is in Scorpio, a cool and moist sign, count as hour agreement?

Thanks for any help you can give me with this.

The compatable powers of Mercury and Saturn do qualify.

If the lord of the hour shares the same powers as the ruler of the ascendent, ie. hr SU & Asc SC-MA, hr MO & Asc LI-VE, hr ME & Asc CP-SA, etc... then business will be performed according to the powers of the ruler of the hour. Viz. SA will promote real-estate and affairs of old age, otherwise bring illness, denial and delay, etc..

However, in your 2nd example, then priority is given to Mars' exaltation on the ascendant. Saturn in Leo does not aid.
The chart always works along the line of agreement.
