Although there are names that have the Moon as natural ruler, ("Gabriel" for example), one generally has to consider the sign, house placement and aspects of the Moon for racing purposes.

The key to successful interpretation of racing charts (indeed, any chart) is an understanding of rulerships. I'd recommend Rex Bill's and Lehman's rulership books (for modern and traditional, respectively) as a good place to start.
